SECTION Occupational Safety& Health <br /> STANDARD <br /> OPERATING S.O.G. No 405.06 <br /> GUIDELINES <br /> SUBJECT Accountability <br /> I PURPOSE. <br /> The purpose of this document is to insure that all TRT members understand <br /> the TRT's accountability system while operating on an emergency incident or <br /> at training sessions. <br /> II. REFERENCES. <br /> A. North Carolina Fire and Rescue Commission Department Occupational <br /> Safety and Health Program for Fire Departments and Rescue Squads, <br /> Subpart L, Section 1910.156, Chapter 6, Section 6-3 Accountability. <br /> B. Current edition of the National Fire Protection Association's 1500, <br /> "Standard on Fire Department Occupational Safety and Health Program", <br /> Section 1910.156, Chapter 6, Section 6-3 Accountability. <br /> C.Current edition of the National Fire Protection Association's 1561, <br /> "Standard on Fire Department Incident Management System, Section <br /> 1910.156, Chapter 2, Section 2-6, Personnel Accountability". <br /> III. OSHA REQUIREMENTS. <br /> A.The TRT shall establish written standard operating procedures for a <br /> personnel accountability system in accordance with Section 4-3 of NFPA <br /> 1561, "Standard on Fire Department Incident Management System" that <br /> provides for the tracking and inventory of all members operating at an <br /> emergency incident. <br /> IV. PROCEDURE. <br /> A. All TRT members will participate in training on the TRT accountability <br /> system. <br /> B. The provisions of this standard shall be followed whenever members <br /> required to work in an environment that requires the use of SCBA, SABA <br /> or where a member may become lost, trapped, or injured by the <br /> environment. <br /> C. All members when operating on emergency incidents or training will follow <br /> and abide by the accountability system. <br /> D. The Incident Commander will be responsible for the overall accountability <br /> of personnel operating at the incident, <br /> E. The Incident Commander will initiate an accountability inventory <br /> worksheet at the very beginning of operations and will maintain that <br /> system throughout the operations. <br /> Page 1 of 5 <br />
