SECTION Occupational Safety and Health <br /> STANDARD <br /> OPERATING S.O.G. No 405.05 <br /> GUIDELINES Operating at <br /> SUBJECT Emergency Incidents <br /> 3. In situations where the risk to a member is excessive, activities shall <br /> be limited to defensive operations. <br /> B. When an inexperienced member is working at an incident, direct <br /> supervision by a Technician shall be provided. <br /> C. Members operating in hazardous areas at emergency incidents shall <br /> operate in teams of two or more. Team members operating in hazardous <br /> areas shall be in constant communication with each other through visual, <br /> auditory, or physical means or though the use of a safety guide rope so as <br /> to coordinate their activities. Team members shall remain in close <br /> proximity to each other to provide assistance in case of emergency. <br /> D. Technical rescue operations shall not take place until a minimum of four <br /> members are present. <br /> 1. When only four members are present, two members shall work as a <br /> team in area and be area <br /> available members <br /> into shall remain <br /> hazardous is area if <br /> hazardous <br /> or rescue is required. <br /> E. The standby members shall be responsible for maintaining a constant <br /> awareness of the number and identity of the members operating in the <br /> hazardous area, their location and function, and their time of entry. The <br /> standby members shall remain in radio, visual, voice, or signal line <br /> communication with the team. <br /> F. One standby member shall be permitted to perform other duties outside of <br /> the hazardous area, such as serving as Incident Commander, provided <br /> that constant communication is maintained between the standby member <br /> and the members of the team in the hazardous area. <br /> 1. The assignment of personnel to other duties shall not be permitted if <br /> the abandonment of their assignment would jeopardize the safety and <br /> health of any rescue member working the incident. <br /> 2. The assignment of personnel to other duties shall not be permitted if <br /> their assignment inhibits their ability to assist or perform a rescue. <br /> 3. Standby members shall have clothing Protective Clothing <br /> available to them as defined by SOG TRT 405 01, <br /> and Equipment. <br /> G. Exception: Rescue operations may be undertaken prior to the assembly <br /> of four members if there is an imminent life-threatening situation and <br /> immediate shall be p when there is no ch life or serious ance of saving lives.
