SECTION Occupational Safety and Health <br /> STANDARD <br /> OPERATING S.O.G. No 405.05 <br /> St <br /> GUIDELINES <br /> SUBJECT operating at <br /> Emergency Incidents <br /> L PURPOSE. <br /> This standard applies to TRT members operating at emergency incidents. It <br /> was promulgated to: <br /> A. Prevent accidents, injuries, and deaths that might result from an unsafe <br /> act while members are operating at an emergency incident. <br /> B. Define the minimum personnel requirements for the safe conduct of <br /> emergency scene operations. <br /> II. REFERENCES. <br /> A. North Carolina Fire and Rescue Commission Department Occupational <br /> Safety and Health Program for Fire Departments and Rescue Squads, <br /> Subpart L, Fire Protection, Chapter 6, Emergency Operations. <br /> B. Current edition of the National Fire Protection Association's 1561 <br /> "Standard on Fire Department Incident Management System". <br /> C. Current edition of the National Fire Protection Association's 473 <br /> "Standard on Competencies for EMS Personnel Responding to <br /> Hazardous Materials Incident". <br /> III. OSHA REQUIREMENTS. <br /> A. Emergency operations and other situations that pose similar hazards, <br /> including but not limited to training exercises, shall be conducted in a <br /> manner that recognizes hazards and prevents accidents and injuries. <br /> B. The TRT shall provide an adequate number of personnel to safely conduct <br /> emergency scene operations. Operations shall be limited to those that <br /> can be safely performed by the personnel at the scene. <br /> C. The TRT shall provide personnel for the rescue of members operating at <br /> emergency incidents if the need arises. <br /> IV. GENERAL. <br /> A. No member shall commence any rescue function or evolution that is not <br /> within the established safety criteria of the Technical Rescue Team. <br /> 1. Activities that present a significant risk to the safety of a member shall <br /> be limited to situations where there is a potential to save endangered <br /> lives. <br /> 2. It is unacceptable to risk the safety of a member where there is no <br /> chance of saving lives or property. <br /> Page 1 of 1 <br />
