No 603.01 <br /> GUIDELINES <br /> SUBJECT Rope Rescue <br /> 12 SAFETY. <br /> All personnel participating should have the proper equipment and training <br /> for their assignment. The Incident Commander acts as the Safety Officer if <br /> there are not enough personnel available to assign a separate person to this <br /> rule. <br /> 13 RESPONSE PRIORITY. <br /> The priority is to locate, access and stabilize the subject medically, <br /> physically and emotionally in the minimum amount of time with them minimum <br /> risk, first to the rescuers, then to the subject. Once this is done, subject <br /> is no longer at immediate risk and the personnel on scene are in position to <br /> gather the information needed to develop and carry out a transportation <br /> plan. <br /> 14 PROCEDURE <br /> 14.1 Command Checklist <br /> Phase I Size Up <br /> ❑ Primary assessment <br /> ❑ Secure witness or reporting party <br /> ❑ Determine location, number and condition of victims <br /> ❑ Identify hazards for rescuers (rock fall, terrain, etc.) <br /> ❑ Rescue mode or recovery mode <br /> ❑ Secondary assessment <br /> ❑ Type of terrain <br /> ❑ Non-technical (<40°) <br /> o Technical (>40') <br /> ❑ Assess the need for additional personnel and or equipment <br /> (helicopter, support truck) <br /> Phase II Pre-rescue operations <br /> ❑ Make general area safe (i.e. traffic and crowd control) <br /> ❑ Make rescue area safe <br /> ❑ Establish lobby control and accountability <br /> ❑ Designate safety officer <br /> Page 7 of 10 <br />
