SECTION Emergency Operations <br /> STANDARD <br /> OPERATING S.O.G. No 600.02 <br /> 4,1 GUIDELINES <br /> SUBJECT Incident Command System <br /> 4. Assume and confirm command and take an effective command <br /> position. <br /> 5. Perform situation evaluation that includes risk assessment. <br /> 6. Initiate, maintain, and control incident communications. <br /> 7. Develop an overall strategy and attack plan and assign units to <br /> operations. <br /> 8. Develop an effective incident organization by managing resources, <br /> maintaining an effective span of control, and maintaining direct <br /> supervision over the entire incident by creating geographic and <br /> functional sectors. <br /> a. Rescue: Hot Zone, Warm Zone, Rehab, Staging, etc. <br /> b. EMS: Transportation, Rehab, Triage, Staging, etc. <br /> c. Designate support functions: Safety, Logistics, etc. <br /> 9. Review, evaluate and revise the attack plan as required. <br /> 10.Continue, transfer, or terminate command. <br /> 11.Complete Incident Briefing Form (ICS Form 201) on all incidents in <br /> which the system is used. <br /> 12.Conduct a post-rescue critique or postmortem. <br /> D. At an emergency incident, the Incident Commander will be responsible for <br /> the overall safety of all members and all activities occurring at the scene. <br /> E. The Incident Commander will appoint a Safety Officer at the scene when <br /> he/she deems necessary. <br /> VII. RESPONSIBILITIES OF OPERATIONS CHIEF (See ICS- <br /> 222-1). <br /> A. The incident Commander will, when necessary to maintain the span of <br /> control appoint Operations Chief for the incident. <br /> B. The Operations Chief will have knowledge of the tactical activities of the <br /> incident. <br /> C. The Operations Chief will be responsible for the direct management of all <br /> incident tactical activities and should have direct involvement in the <br /> preparation of the action plan for the period of responsibility. <br /> D. The responsibilities of the Operations Chief will be: <br /> 1. Manage the tactical activities. <br /> Page 4 of 4 <br />
