SECTION Emergency Operations <br /> STANDARD <br /> OPERATING S.O.G. No 600.02 <br /> �t. GUIDELINES <br /> SUBJECT Incident Command System <br /> I. SCOPE. <br /> This standard establishes guidelines for the management of rescue incidents <br /> and to provide members of the TRT with guidelines on the use of the Incident <br /> Command System. <br /> IL REFERENCES. <br /> A. North Carolina Fire and Rescue Commission Department Occupational <br /> Safety and Health Program for Fire Departments and Rescue Squads, <br /> Subpart L, Fire Protection, Chapter 6, Emergency Operations. <br /> B. Current edition of the National Fire Protection Association's 1561 <br /> "Standard on Fire Department Incident Management System". <br /> C. Association's <br /> on C ompetencies for EMS Personnel Responding to Hazardous Materials <br /> Incident". <br /> III. OSHA REQUIREMENTS. <br /> A. Emergency operations and other situations that pose similar hazards, <br /> including but not limited to training exercises, shall be conducted in a <br /> manner that recognizes hazards and prevents accidents and injuries. <br /> B. All members involved in emergency operations shall be familiar with the <br /> Incident Command System. <br /> C. The incident commander shall integrate risk management into the regular <br /> functions of incident command. <br /> D. The TRT shall provide an adequate number of personnel to safely conduct <br /> emergency scene operations. Operations shall be limited to those that <br /> can be safely performed by the personnel at the scene. <br /> E. The TRT shall provide personnel for the rescue of members operating at <br /> emergency incidents if the need arises. <br /> F. The incident commander shall consider the circumstances of each <br /> incident and make suitable provisions of rest and rehabilitation for <br /> members operating at the scene. These provisions shall be in accordance <br /> with Section 4-4 of NFPA 1561, "Standard on Fire Department Incident <br /> Management System", and shall include medical evaluation and <br /> treatment, food and fluid replacement, and relief from extreme climatic <br /> conditions, according to the circumstances of the incident.
