11028 <br /> they shall assume responsibility for the maintenance,upkeep, repair and <br /> replacement of these utilities and wholly assume all the costs of these <br /> responsibilities. All sewer and water service shall be provided by the <br /> municipality, private association or sewer and water authority at its <br /> prevailing rates. <br /> It shall be Orange County policy to require that when a County- <br /> financed sewer or water extension is connected to a municipality owned <br /> _ and operated sewer or water system, then the municipality shall enter - <br /> into an agreement with the County providing that in the event the project <br /> served is annexed by the municipality, it shall pay to the County any County <br /> share of the project not recovered by the development. <br /> Oversizing of Utilities: It shall be the policy of the County to <br /> require that Water and sewer utilities will be built to the standards and <br /> specifications of the municipality, private association or sewer and <br /> water authority to whose system they are connected. Water and sewer utilities <br /> extended to a development under this policy shall be of such design and <br /> size to serve not only that development but also any existing or antici- <br /> pated development within the area of the development. The additional <br /> capacity to be installed at the time of extension to a development shall <br /> be based on good engineering practice and shall be determined by the long- <br /> range plans of the utility system to which it is connected in conjunction <br /> with assessments of potential growth and service need in the area as deter- <br /> mined by Orange County. <br /> 5 <br />
