, . . <br /> u.1(J2 <br /> . . „. . .. . <br /> DR14.FT discussion draft 4/9/82 <br /> discussion draft 5/5/82 <br /> discussion draft 5/7/82 <br /> draft 5/11/82 <br /> PROPOSED ORANGE COUNTY <br /> WATER AND SEWMEXTENSION POLICY <br /> SECTION I: Purpose <br /> COMMENT: This section sets forth the desirable outcomes that could be <br /> achieved by the adoption and implementation of this policy. <br /> The purpose of this water and sewer extension policy is to: <br /> a) establish a clear and effective strategy for the extension <br /> of sewer and water utilities by Orange County; <br /> b) assist in attracting desirable development to Orange County.; <br /> c) encourage the appropriate type and location of development <br /> within the County; <br /> d) increase the tax base and tax revenues; <br /> e) promote increased employment opportunities for all Orange <br /> County citizens. <br /> f) achieve the goal of increased economic development. <br /> SECTION II: Request Process <br /> • <br /> COMMENT: This section sets forth who may be an applicant for funding <br /> available under this policy.. It lists information required <br /> with the application which will be used in Section III <br /> (Selection Criteria) to reach a decision on the appljOatiori. It <br /> outlines additional information to b gathered by the County <br /> necessary to determine the need for oversizing of utilities. <br /> A request for funding for water or sewer utilities under the terms <br /> of this policy may be made by any individual, agency, corporation or <br /> any municipality within Orange County. All requests shall be made to the <br /> County Manager's office accompanied by the following information: <br /> a) name of the individual, agency, corporation or municipality <br /> making the request; <br /> b) the type of project to be served by the utilities and the <br /> approximate number of employees when the project is completed <br /> and two years after completion of the project; <br /> c) the approximate number and average wage scale of persons <br /> employed in the categories of skilled labor, unskilled <br /> labor, clerical and management; <br /> d) the approximate number of Orange County residents to be <br /> employed; <br /> e) approximate starting and completion date of the project <br /> and the approximate date when sewer or water utilities <br /> must be available; <br /> ,• <br />
