U1.1993
. ,
1■114
THE UNIVERSITY OF NORTH CAROLINA
AT
CHAPEL HILL,
University Property Office The University of North Carolina a Chapel 13111
134 E FotrNin Sc 116A)
April 21, 1982 Chapel uu North Carolina 37514
Mr. Richard Whitted
Chairman
Board of County Commissioners
106 East Margaret Lane
Hillsborough, North Carolina 27278
Dear Mr. Whitted:
The University has a property tax problem on which we would like to request the
assistance of the Board of County Commissioners.
Late in the year of 1981, it became apparent that the University was going to
have to assume the mortgage payments on the Phi Sigma Kappa Fraternity house on
Mason Farm Road or else risk foreclosure by the bank or the county's selling it
for past due taxes. Inasmuch as this fraternity house sits in the middle of
property bequeathed to the University by Mary Mason, the University could not
afford to have the property sold either by the bank or the county. It took several
weeks for the University to do the paper work necessary to reclaim the property
from the fraternity and go through the University procedures to pay for the past
due taxes. Our requisition covering the taxes was written on January 5, 1982,
the earliest possible time we could do that after having to officially reclaim the
building. Because of the length of time it takes to process a requisition and get
the check written, the check was not mailed to the county until February 10, 1982.
I have been advised by a member of Mr. John T. Horner's staff that the University
needs to pay an additional $234.67 in interest because we did not make our payment
of $10,101.56 (taxes for the years 1979, 1980, and 1981) by December 31, 1981. I
wrote to Mr. Horner and requested relief from paying this penalty, Mr. Horner
advises me that he has no authority to grant the relief that we are requesting and
suggested that we contact the Orange County Board of County Commissioners,
Your favorable action on granting relief from having to pay this additional $234.67
in interest would be greatly appreciated,
If I can provide any additional information, please let me know.
Yours very truly,
94-ses24-e-A1
(Mrs.) Grace W. Wagoner
University Property Officer
GWW/eb
