TRIANGLE J COUNCIL OF GOVERNMENTS <br /> 100 PARK DRIVE P.O. BOX 12276 RESEARCH TRIANGLE PARK, N.C. 27709 (919) 549-0551 <br /> A RESOLUTION SUPPORTING PASSAGE OF THE <br /> NORTH CAROLINA CLEAN WATER BOND REFERENDUM <br /> WHEREAS, the population of this region is increasing steadily and <br /> becoming more urbanized, creating a constantly rising demand For water <br /> and threatening to overtax the capacity of supply systems; and, <br /> WHEREAS, adequate wastewater systems to serve the increasing population <br /> are essential to protect the quality of water in our lakes and streams; <br /> and, <br /> WHEREAS, adequate water and wastewater facilities are necessary for <br /> protecting public health as well as for the economic expansion needed to <br /> provide new jobs for the growing population, and to augment the wages of <br /> the existing population; and, <br /> WHEREAS, the Triangle J Council of Governments is the lead Areawide <br /> Water Quality Planning Agency, as designated by the Governor of North <br /> Carolina and certified by the U.S. Environmental Protection Agency; and, <br /> WHEREAS, Federal funding for water and wastewater facilities is <br /> being severely reduced, and remaining State Clean Water Bond funds will <br /> soon be depleted; and, <br /> WHEREAS, the State of North Carolina proposes a referendum on <br /> additional Clean Water Bonds which would help local governments avoid the <br /> higher interest rates on local bond issues; <br /> NOW THEREFORE BE IT RESOLVED, that the Triangle J Council of Governments <br /> strongly supports passage of the North Carolina Clean Water Bond Referendum, <br /> and encourages its members to do likewise; and, <br /> BE IT FURTHER RESOLVED, that Triangle J encourages State officials <br /> to proceed without undue delay with plans, and to schedule the referendum <br /> for the next Statewide el - tion. <br /> met// i►lf March 24, 1982 <br /> Robert 8.
