April ^ 19R; <br /> Subject; Relocation of the 911 and Central Dispatch Center <br /> \ sublicoeariog; yes X no l <br /> Yes Iformatzcrl contact:Ken Thompson & Bobby Bake <br /> sbcuexwbar: Ext. 501 <br /> PURPOSE: To consider finalizing a decision on the facility in terms of location <br /> and type of structure for EMS, Fire, Rescue, law enforcement and civil <br /> preparedness communications. <br /> NEED: For several months, search has been underway to identify a suitable site <br /> and structure which could take the place of the Old Chapel Hill Police <br /> Department Building. Considerations applied to each site included: <br /> 1) degree of permanency; 2) security, 3) access to wire center offices <br /> for telephone linkage and to antennas for improved County-wide radio <br /> transmission, 4) overall cost (i .e. in terms of leased lines, moving, <br /> and rental versus renovation versus new construction), 5) location in <br /> relation to major thoroughfares and parking, 6) expansion potential. <br /> The solution had to be one in keeping with long range needs--recognizing <br /> that continued growth will mean an increasing call and dispatch frequency. <br /> Consideration as applied to structure went the additional step of com- <br /> paring the cost of implementing federal guidelines for fallout yroteotion. <br /> It is now possible to propose a course of action that would consist of <br /> purchasing a parcel of land for central location between Hillsborough <br /> and Chapel Hill and erecting a minimal structure to house equipment and <br /> personnel. Plans and specifications must yet be developed and a sale <br /> consummated on the land. A decision at this point would enable these <br /> actions to be taken and construction started. <br /> IMPACT: Cost between now and the end of the fiscal year is estimated at $35,000' <br /> There will be an offset to costs in the form of reduced leased telephone <br /> lines. The site proposed is on the boundary of the two major telephone <br /> districts (Central Telephone and Southern Bell) serving northern and <br /> southern parts of the County. With direct line to both, it will be possible <br /> to eliminate the cost of the intermediate linkage between the two which is <br /> now provided by General Telephone in Durham. Such linkage now costs <br /> $330 per month or $6,600 per year. <br /> RECOMMENDATION: <br /> 1. Authorize Chairman to sign agreement to purchase the property, <br /> 2. Select engineer/architect to develop plans and specifications <br /> (list of experienced firms is attached) and authorize Chairman <br /> to sign the professional services agreement. <br /> 3. Approve attached budget amendment' <br />
