This department would <br /> come under the County Manager for Supervision and would have available all <br /> of the county departments to them for information and cooperation. We would <br /> recommend an advisory committee also be appointed consisting of representatives <br /> from each of the local government units in the county, the public school <br /> systems in the county, the Chamber of Commerce, and other interested citizens. <br /> Through this advisory committee, it could be recommended as to the type <br /> of development that is desired in the various sections of the county and <br /> local government units and also help in the recruitment of those desirable <br /> industries/office complexes. We estimate that this would require an annual <br /> expenditure of approximately $35,000 to $40,000 which will certainly be <br /> repaid many times by the additional tax base and spendable incomes. <br /> II. An alternate to the above would be to establish the same type <br /> of division but with the various municipalities contributing financial support. <br /> Possibly a separate authority would have to be established to let each of <br /> the government units have a vote. There still should be an advisory committee <br /> working with them to get tne citizens input. <br /> III. We feel the most desirable way would be for the Chamber to <br /> set up a separate nonprofit organization under the Community Development <br /> Division to be responsible for the economic development in all of Orange <br /> County. Funding would require the joint effort from the county government <br /> and other local governments as well as selling stock or membership <br />
