------rnret-t."-1""minPoroWINIPPIPP <br /> • <br /> 6.23 EXTRA RE,UIREMENTS FOR PROTECTED WATERSHED DISTRICTS (PW-I ND PW-II) <br /> 6.23.1 Stream Buffers Required In Protected Watersheds <br /> Within Protected Watershed Districts, an area of land along perennial <br /> streams shall be required to remain in its natural state, unless the <br /> area is subject to serious erosion in which case an erosion resistant <br /> vegetative cover shall be established and maintained. Perennial streams <br /> Are those streams in solid blue and dashed blue on the USGS Quadrangle <br /> map series for Orange County. <br /> 6.23.1 a) Width of Buffer Calculated <br /> The stream buffer area shall start at the outer edge of the flood plain <br /> and be measured a distance of fifty (50) feet away from the flood plain <br /> plus an additional distance depending on the slope near the stream. The <br /> slope shall be calculated by measuring a distance 250 feet from the cen- <br /> ter of the stream, determining the average rise in elevation and multi- <br /> plying that value by four. This value shall be added to the minimum <br /> buffer of 50 feet to determine total width of buffer area required. <br /> The maximum buffer in any case shall not exceed IS-0 .4Whim-val-de <br /> . The flood plain is defined in the <br /> Orange County Flood Damage Prevention Ordinance, by special survey by <br /> registered engineers or surveyors, by the alluvial soil as designated <br /> in the OrangeCounty soil survey, or through a site analysis by the <br /> Orange County Planning Staff. Slope shall be determined from the USGS <br /> Quadrangle map, by on-site measurements, or, by special survey by re- <br /> gistered engineers or surveyors. <br /> 6.23.1 b) Development Advisory Committee's Review of Stream Buffers <br /> The Development Advisory Committee established in Article 2.4.2., <br /> can review the buffer requirements for all developments and may re- <br /> commend additional buffer area where necessary. <br /> 6.23.1 c) Permitted Uses Within Stream Buffer .Areas <br /> The following uses are allowed as a matter of right in stream buffers. <br /> All other uses are prohibited. <br /> 1. Above ground and buried utility lines for local distribution of <br /> electricity, telephone, and cable television service, accessory <br /> and appertent apparatus such as poles, guy wires, transformers and <br /> switching boxes. <br /> 2. Bona fide farms except any use of farm property for non-farm purposes. <br /> 3. Neighborhood utility facilities located within a public right of way <br /> with the permission of the owner of the right of way (State, City or 7bn <br />
