8. Orange County should adopt a Land Use Plan and associated regulations <br /> which preserve and enhance water 9uality in protected watersheds. <br /> Certain .oint sources of •ollution including sewage treatment plants, <br /> land fills, hazardous waste :enerators storage facilities or dispose; <br /> sites, and major new highways should be prohibited from these watersheds. <br /> Urban develo•ment includin_ medium-and hi:h-densit residential, commercial <br /> and industrial uses should be prohibited from University Lake and Cane <br /> Creek watersheds. Medium- and hi:h-densit residential housin: and <br /> commercial and industrial develo.ment in the U. •er Eno waterhsed should <br /> be directed to the McGowan Creek sub-basin. Strict water-quality related <br /> standards should be imposed on development in the McGowan Creek water- <br /> shed. Develo.ment should not be •romoted in the Seven Mile Creek sub <br /> basin and any industr which does .ro.ose to locate in that watershed <br /> should be able to show that it will not have an im.act on water •uaiit . <br /> I development intensifi.es. in the McGowan Creek sub-basin the water <br /> 'quaiity in Lake Ben Johnson and Corporation Lake should be monitored. <br /> Any decrease in water quality which does occur may necessitate either <br /> moving the intake pies of the Orange-Alamance water s`stems and the <br /> Town of Hi lsborough upstream of the confluence of McGowan Creek and <br /> the Eno River or an earlier develo.ment of Seven Mile Creek reservoir <br /> • <br /> than might be necessary based on water demand alone. <br /> PLANNING BOARD ACTION: <br /> Kizer motioned that the recommendation be approved with the addition of <br /> the watershed areas fro reservoir sites 17 and 18 which were added in <br /> an earlier motion. Irvin seconded. Ayes: Kizer, Gordon, Cleary, Bacon, <br /> Wilson, Irvin. Noes: None. <br /> 9. The Towns of Carrboro and Hillsborough and Chatham and Alamance Counties, <br /> show d incorporate the findings and recommendations of this report into <br /> their Land Use Plans and Develo,ment Regulations. <br /> PLANNING BOARD ACTION: <br /> Gordon motioned to accept the recommendation with a change in the <br /> wording from "should incorporate" to "should be encouraged to <br /> - incorperate". Irvin seconded. Ayes: Kizer, Gordon, Harris, Wilson, <br /> Laszlo. Noes: Cleary, Lunsford. Abstention: Bacon. <br />
