He again indicated that Chapel Hill was putting an addition onto <br /> its treatment plant. <br /> Luce explained the concept of upland water supply watersheds. Barbour <br /> expressed concern with the need to prOvide living space for people'. <br /> Woods indicated that the identified watersheds significantl* reduced <br /> the amount of acreage available for development. He asked where would <br /> people go to live. Barbour noted that the County did not wish to be <br /> involved in the utilities business. Luce indicated that in the area <br /> of concern the Town of Hillsborough would be the appropriate utilities <br /> provider: <br /> Weeds explained that he was required to put in a 16" line for the <br /> Weatherstone project as required to serve 52 units. He noted that there <br /> was not enough divelOpment on this line and the result was pollution <br /> in the line that required a chlorination treatment every 24 hours. <br /> Barbour expressed concern with conflicting statements regarding,growth <br /> in the County. She noted that at an earlier date she . <br /> had suggested a five acre minimum and was laughed .at, even though the <br /> suggestion was tied to an optional implementation measure. <br /> Harris inquired about the impact of these recommendations on farming. <br /> Luce responded that bona fide farming activity was exempt from regulation. <br /> Barbour expressed concern about the need for tax relief. Luce noted <br /> existing tax breaks. Barbour responded about the problem, of information <br /> about these tax breaks. <br /> Woods expressed concern that the Report was deceptive since the <br /> stiormwater management measures were not -yet drafted. He inquired about <br /> the effect on housing costs as the financial costs of regulation were <br /> passed on to the consumer. <br /> Barbour added that the Water Resources 'Task Force Report was also <br /> included in the Land Use Plan prior to being reviewed. <br />
