- ' <br /> h0HU��� . ��' <br /> ' •' <br /> �1 \ J -----' — - '- - - -- <br /> This evening the County Commissioners will consider four possible plans <br /> for space allocation in the Chapel Hill-Carrboru Multi-Purpose Center. The <br /> following information describes the impact of the various proposals on the <br /> Community School for People under Six (CSPU6). <br /> You may be familiar with our school , but I would like to summarize the <br /> salient featurs of our program: <br /> I. C5PU6 offers a full-time comprehensive, federally�cerfified day care <br /> program for 36 preschool children (including fourteen 2 year olds, ten 3 <br /> year olds, a�md twelve 4 year olds). ' _„ - — <br /> 2. c3PU6 offers an after-school program and full-time summer program rqr up <br /> Co fifteen children from 5-12 years old. <br /> 3. CSPU6 has the lowest cost of care per child within Orange County. <br /> 4. Approximately eighty percent of our children are from low and low-middle <br /> income families. <br /> 5. Sixty percent of our children come from single parent families. <br /> O. Throughtout the school's existence our policy has been first-come, <br /> first-served, and that a family should pay only what it can afford. Our <br /> per-child tuition is sometimes as low as $26.00, compared to our cost per <br /> child of $150.00 per month, full-time and $75.00 for after-school care. <br /> 7. Currently, families of 20 children are receiving Title XX funding; <br /> families of 9 children pay the full fee, and families of 20 children pay <br /> less than our cost of care on the sliding scale (average full-time fee is <br /> $94.23, average after-school fee is $38.69). <br /> 8. The CSPU6 is a fully integrated program (50% of the children are black, <br /> and 50% are white; the same is true for the staff). <br /> 9. CSPU6 offers children a good educational start. More importantly, we <br /> instill in our children a respect for people of all different backOrounds. <br /> Our-Children come from a mixture of lifestyles, classes, races, and <br /> individual life circumstances. By emphasizing the special worth of every <br /> individual , children leave the school at least understanding what is wrong <br /> with racism, sexism, classism, or any other "-ism". <br /> Plan I <br /> This plan allows the CSPU6 to continue occupying our current space within <br /> the Multi-Purpose center. Mr. Laws asked during a meeting on Friday, February <br /> 12, whether the school could afford a "substantial" increase in the $530.00 <br /> per quarter we currently pay for utilities. (It should be noted that CSPU6 <br /> has paid utilities to JOCCA over the last 6-1/2 years--the only occupant of <br /> the building to do so.) <br /> Impact on CSPU6: It would be feasible for the school to raise its payment to <br /> 5200.00 per month ($000.00 per quarter)' If our cost of utilities were <br /> increased dramatically, the cost of care would also increase--an additional <br /> cost our clientele would not be able to absorb. <br /> Plans lrrandIV <br /> Ihese plans propose that CSPU6 relocate in the old Northside School <br /> cafeteria building. Mr. Laws explained that these proposals were based on the <br /> assumption that the building could be brought up to an acceptable standard <br /> with approximately $4.000.00 of repairs, <br /> Impact on CSPU6: This space would offer the school a much hoped-for <br /> opportunity to expand our program to serve five infants and six toddlers. <br /> (The current county-wide needs assessment suggests that the need for day care, <br /> '.`' <br /> , <br />
