A, <br /> . . <br /> . _ <br /> - . <br /> Statement' at Public Hearing Before Orange County Commissioners Concerning <br /> Rezoning Request by Dean's Truck and coach Company, et al <br /> ... . <br /> ' <br /> I am Don Wells, Principal of the Carolina Friends School. The School <br /> is located in <br /> Orang® County about one mile from the land specified in this <br /> rezoning request. This statement will be brief and is divided into two <br /> parts. In the first part, I speak in behalf of the Friends School'; in the <br /> second, I speak as a private citizen and neighbor of many of those who <br /> have or will speak tonight. <br /> . . <br /> Speaking as PrinCipal of the School, the corporation of Carolina Friends <br /> . ' School chooses not to take a position with regard to this specific rezoning <br /> request because it believes that there are valid concerns on both sides of <br /> this issue. Yet, it dbes have a compelling interest in the resolution of <br /> this request by the Commissioners; for Dean's Truck and Coach CoMpany leases <br /> to the Friends School its five buses. This bus service provides transportation . <br /> for approximately one-third of the School's students; meeting a crucial need <br /> i . that arises from both the School's remote location and the inability of some <br /> of its parents to provide their own transportation. The need for, and quality <br /> of, Dean's service to the School. over the last five years has been recorded <br /> in our letter of 2 September 1982, to Mr. Jim polatty with copies to all the <br /> CoMinissioners. In short, the letter stated that the need is critical and <br /> the service is outstanding. <br /> . _ <br /> . . <br /> : Speaking as a private citizen, I first wish to commend the Planners, <br /> thePlanning Board and the CommissiOners for producing such a sound and <br /> thoughtful Zoning Ordinance. In particular -- as one who has spent most of .._ _ <br /> his adult life in meetings -- I respect the time and commitment it takes to <br /> produce such a comprehensive document. I believe that it will, tO quote <br /> from its statement of intent, "....protect and promote the health, safety <br /> and general Welfare of the County and its residents:..." During my study of <br /> the,new Zoning Ordinance i was impressed by its wise inclusion of many <br /> alternatives, variances and contingencies., These aspects of the Zoning <br /> Ordinance greatly enhance its soundness, for they empower the Commissioners . <br /> to reach careful deCisions on complex zoning issues with justice to all <br /> County residents. . <br /> With specific regard to this zoning request, should you the Commissioners <br /> 7- <br /> inligiltof the,evidence presented -- see fit to deny the request for rezoning - <br /> , . <br /> to commercial III, I would entreat you to utilize the provisions in the <br /> Zoning Ordinance and rezone the specific small family businesses appealing <br /> to you. By so doing, these folk may continue to not only provide their many <br /> valUable services to our community, but they may also continue to provide <br /> a livelihood for themselves and their families.
