• 00608 <br /> 79 ti <br /> Staff recommended denial of the request for Rezoning and Class A Special <br /> Use Permit for the following reasons: <br /> 1. The type of development and intensity of development <br /> are inappropriate in this location. <br /> 2. Access to the site is designed to pass acLoss the end of <br /> the proposed runway. The site has only one access point <br /> proposed for the whole development. <br /> 3. There is no buffer from the intense development proposed <br /> for this site and adjacent agricultural residential land. <br /> 4. A development of this size if approved will encourage <br /> other 'spinoff development requests. The intensity <br /> proposed is of an urban character but urban services <br /> are not availablb. <br /> Mr. Cannity said, in the opinion of the Planning Staff, there is not <br /> a "preponderance of evidence to indicate substantial compliance with the <br /> Specific Standards and General Rules governing the request by Buck Mountain <br /> Development Corporation for a Class A Special Use Permit." <br /> Mr. Fred Luce of the Planning Staff made the presentation on the request <br /> aunt Buck Mountain Corporation for a Class A Special Use Permit for a general <br /> aviation airport. Mr. Luce said airports are an allowed use in areas zoned <br /> A-R if a Special Use Permit is granted. Mt. Luce reviewed the findings of <br /> fact (see pages of this book) and introduced the January 26, 1982, <br /> -letter form. Mr. Bruce Matthews of the North Carolina Department of Transpor- <br /> tation, Aviation Section (see page of this book) and said Mr. Harold <br /> Robinson, Federal Aviation Authority, Department of Transportation Chief, <br /> North Carolina Section in his letter dated Mardi 5, 1982, agrees with Mr. <br /> Matthews and in addition !says the fuel storage tanks should be located away <br /> from the runways to increase safety and access to the airport be changed. Mr. <br /> Luce introduced Mt. Robinson's letter as evidence (that letter is on page <br /> of this book). Mr. Luce said the Planning Staff reaanTended the airport be <br /> built according fo FAA standards and submitted Advisory Circulars 150-5300-4E <br /> and 150-5070-6 dated June 24, 1975, and February 1971, respectively, and pub- <br /> lished by the bpeartment of Transportation Federal Aviation Administration <br /> as evidence. (Those documents are filed in the office of the Clerk to the <br /> Board.) Mt. Luce said the Noise Exposure Forecase (NEF) System would be used <br /> to measure noise impact at the site and Staff recommended the owner have noise <br /> easements over the land; he cited and introduced two sources for the "reason- <br /> ableness" of this condition, Noise Control Plan Development Seminar Notes <br /> prepared for the FAA and Planning for Airport Noise Impacts (see pages <br /> of this book for a list of Circulars & Studies) by the Arizona Department of <br />
