07 9 <br /> S-19 <br /> 6 <br /> major arterials and the cost of upkeep of reads which are a burden on the trans- <br /> portation system. It is also in response to the recognized need to preserve agri- <br /> cultural land against the day when urban sprawl takes enough of the land so that <br /> farmers can no longer produce sufficient food for our support. This is not a <br /> fanciful possibility. In German}, and Europe, governments are actively buying farm <br /> land to prevent development. In the USA, farm a farm buy-back program is in <br /> effect in Suffolk county, New York. The land use plan has recognized that there <br /> are population centers which must be intelligently developed so that farm land is <br /> protected. It was with these principles in mind that the Land Use Plan was enacted <br /> and the zoning ordinance followed suit. Thus, in this area of the county, in- <br /> dustrial parks such as this massive airpark are specifically prohibited. I would <br /> submit to the County Commissioners that this proposal is the first real test of <br /> zoning and whether or not the zoning ordinance is a meaningful instrument to guide <br /> the development of the county. During the development of zoning throughout the <br /> county,-iiiembers of the Planning Board and the County Commissioners repeatedly re- ' <br /> assured members of the county that zoning was for their protection, and without <br /> it, one could not hope to maintain agricultural land, promote intelligent growth <br /> of the cities and locate major developments in areas most suited for their purposes. <br /> Most of the citizens of the county agreed that if the zoning ordinance were implemented <br /> in this fashion it would indeed be a useful instrument for controlling the over- <br /> all growth and development of the county in a rational manner, Some citizens <br /> of the county, however, are not so sure that this desired ideal is the actual end <br /> result from zoning. If the Midway Airpark, which is so clearly in opposition to <br /> the overall stated goals of the county, is permitted, then it will become clear <br /> to the citizens of Orange County that the Land Use Plan and the Zoning Ordinance <br /> are nothing more than paper games which increase the cost of doing business while <br /> protecting no one The proposed Midway Airpark is a major urban proposal, it does <br /> not belong in the heart of Bingham's agricultural district, Thank you. <br />
