The land use plan has recognized that there are population centers which must be intelligently developed so that farm land is protected. It was with these principles in mind that the Land Use Plan was enacted and the zoning ordinance followed suit. Thus, in this area of the county, in- dustrial parks such as this massive airpark are specifically prohibited. I would submit to the County Commissioners that this proposal is the first real test of zoning and whether or not the zoning ordinance is a meaningful instrument to guide the development of the county.
