(I 0 4 1
Ordinance requires: Findings:
a) All F.A.A. and State regulations a) The applicants have indicated
are met as a condition of approval. that FAA has approved the runway.
Bruce Matthews of the State
Department of Transportation has
written that the design and layout
as proposed does not meet basic
airport requirements in several aspects.
The State of North Carolina has no
specific requirements for general
aviation airports.
It is important that the proposed
airport meet Federal. Aeronautice
Administration (FAA) design standards
for three reasons. Failure of the
facility to be built to these
standards could have an effect on
obtaining federal funding for it
should the airport become publicly
owned in the future. Secondly, most
airports are designed according to
FAA standards and pilots are most
familiar with these facilities. A
non—standard design could confuse
pilots unfamiliar with the facilit
and cause safety problems. Thirdly
a nonstandard design could adversely
affect the potential for an instru-
ment approach procedure at this
facility.
The proposed design of Midway Airport
does not meet FAA design criteria for
basic general aviation airports in
the following instances:
1) the entracne road is too close
to tne end of the runway.
2) the runway width is insufficient.
3) the distance between the runway
centerline and taxiway centerline
is inadequate.
4) the distance from the runway
centerline to building restriction
line is insufficient. - -
5) the distance between the runwa,
centerline and the aircraft parking
area is insufficient.
6) the distance between the taxiway
and aircraft parking area is in-
adequate.
(1
