00710 <br /> 8Llo <br /> This proposal for a major <br /> office and warehousing <br /> complex distant from Chapel <br /> Hill/Carrbbro in rural <br /> Bingham township is not com- <br /> patible with the policies, <br /> both stated and implied in <br /> the Land Use Plan. It is <br /> Particularly at odds with <br /> one of the major themes of <br /> the Plan which is to promote <br /> residential and comercial <br /> development in and around <br /> the existing urban centers. <br /> The intent is to make best use <br /> of existing public investment <br /> in water and sewer service, to <br /> promote energy efficiency by <br /> having commercial uses close <br /> to population centers, and <br /> to prevent sprawl develop- <br /> rent. <br /> 8.2.4 In addition to the General <br /> Standards's stated in 8.2 the <br /> following Specific Standards shall <br /> be addressed by the applicant before <br /> the issuance of a Speci-al Use Permit: <br /> a) Method and adequacy of provision of a) It is proposed that a pack- <br /> sewage disposal facilities, solid waste, age sewage treatment plant <br /> and water. would be built and operated <br /> by the developers or property <br /> owners association. The <br /> system would have to be app- <br /> roved by the Division of <br /> Environmental Management. <br /> The System mill generally be <br /> a gravity flow with the ex- <br /> ceptions as noted on the site <br /> plan. <br /> No method of solid waste <br /> disposal is proposed by the <br /> developer. The County does <br /> not provide this service so <br /> the developer will have to <br /> contract with private haulers. <br /> A central water system will <br /> serve the project. The systerh <br /> will be large enough to serve <br /> the seven fire hydrants and <br /> pressurized sprinkler systems <br /> within the buildings. The <br /> System will be owned by the <br /> Developer or by the owners <br /> association. The N.C. Depart- <br /> ment of Health Services will <br /> approve the system and monitor <br /> le) <br />
