Margaret Lane <br /> Hillsborough, North Carolina 2 7 2 78 <br /> RE: Efland Estates Sewers <br /> OCO 8002 <br /> Dear Mr. Thompson: <br /> Several weeks ago you and I discussed the Efland Estates Sewer situation, <br /> and I brought you up to date on all of the alternatives that we had con- <br /> sidered for providing sewer service to that area. You suggested I <br /> contact Mr. Ed Bergman and apprise him of the situationso that he could <br /> include Efland Estates in his thinking as he formulated the water and <br /> sewer extension policy for Orange County. Mr. Bergman told me that <br /> actually the Orange County Planning Department, Jim Polatty in particular, <br /> was carrying out most of the work on the proposed Utilities Extension <br /> Policy, and that I should contact him. <br /> I spoke with Jim briefly, and he said that more work remains to be done <br /> on the policy before presentation to the Commissioners, and that to date <br /> their considerations had included only extensions for industrial use. I <br /> believe I recall that he agreed that it would be wise to bear in mind <br /> situations such as Efland Estates in the formulation of this policy. <br /> You and I had discussed deferring further recommendations on Efland Estates <br /> until the extension policy could be formulated, so that the Commissioners <br /> could respond to the Efland Estates situation within the context of their <br /> new policy. <br /> I thought I would call to your attention the fact that the opportunity to <br /> apply for 25 percent funding from NC Clean Water Bond funds will expire <br /> after March 21, 1982. Beyond that date, future Clean Water Bond funding <br /> is uncertain, as it depends on the existence and the success of a future <br /> bond referendum. Currently the remaining Clean Water Bond allocation for <br /> Orange County stands at $67,747 (which would be 25 percent of a $270,988 <br /> project) . Our estimate for the Efland Estates project is $239,400. If a <br /> grant application were filed before March 31, then a grant award would be <br /> in early July, 1982, and the sponsor would have up to two years to arrange <br /> the balance (75 percent) of the funding. <br />
