Two measures are <br /> proposed. One is to have the fact of the malfunctioning stipulated <br /> on the property deeds. Another has been to approach the County <br /> to become agent to construct, operate and maintain a sanitary <br /> sewage collection system for the Subdivision. Preliminary study <br /> of this shows that it may be cost effective--particularly <br /> —if construction cost can be borne by Farmers Home and Clean <br /> Water Bond money. <br /> Assuming the operating and maintenance costs are found to be <br /> affordable to the residents and a combination of grant/bond <br /> proceeds/loan pay the full cost of construction there remains <br /> the policy question of whether the County should assume the <br /> responsibility. It needs to be decided on a tentative basis <br /> now in order to meet application schedules for Clean Water bond <br /> funding. A Resolution of intent is attached for the <br /> Board to consider. If the decision is to go ahead a full <br /> application would be brought back for the Board's authorization <br /> before the end of March to meet a March 31, 1982, deadline on <br /> Clean Water Bond funds reserved for Orange County. <br /> INPACT: Full details will be presented later in March pending the com- <br /> pletion of further cost analysis and preliminary design work. <br /> A "no go" decision could be made at that time if the results <br /> are unfavorable. <br /> RECOMMENDATION: <br /> As the Board decides. <br />
