ADDENDUM #3 <br /> JOINT PLANNING AREA LAND USE PLAN <br /> AMENDMENT PROCEDURES <br /> A. The Orange County procedures for consideration and <br /> adoption of amendments to the Joint Planning Area <br /> land use plan are as follows: <br /> The Orange County Board of Commissioners with input <br /> from Chapel Hill and Carrboro will hold public hear- <br /> ings to hear amendment proposal requests twice a year , <br /> to be held in like manner to other public hearings . <br /> The Board of Commissioners will refer the amendment <br /> proposal to the Orange County Planning Board who shall <br /> have sixty (60) days within which to make a recommend- <br /> ation to the Board of Commissioners . <br /> Adoption of the amendment shall occur after a properly <br /> advertised public hearing at which the requesting party <br /> to this Agreement shall formally address the proposed <br /> amendment . <br /> Public Hearings for amendment requests shall not be <br /> held at the same time as rezoning public hearings <br /> unless the amendment has no link to the property <br /> being rezoned. <br /> B.
