ARTICLE 6 . IMPLEMENTATION <br /> SECTION 6 . 1 IMPLEMENTATION OF THE AGREEMENT. <br /> The parties to this Agreement recognize the need for cooperation <br /> among all in order for each to carry out important governmental <br /> functions. In the interest of promoting that cooperation , it <br /> is agreed by all that the Planning Department or staff of each <br /> shall establish administrative working procedures to implement <br /> the purposes of this Agreement. <br /> SECTION 6. 2 AUTHORIZATION OF INSPECTIONS. <br /> (RESERVED) <br /> SECTION 6. 3 JOINT PLANNING ADVISORY COMMISSION. <br /> The Joint Planning Advisory Commission is established for the <br /> purpose of joint planning to include, but not be limited to, <br /> periodic review and evaluation of progress on joint planning <br /> activities, further definition of joint standards for develop- <br /> ment proposals, amendment of the Joint Planning Agreement, <br /> amendment of the Joint Planning Area land use plan and map, <br /> the establishment of an urban services area and the recommend- <br /> ation of policies for the extension of water and sewer facilities , <br /> and other means as may be necessary to assure desired develop- <br /> ment patterns in the Joint Planning Area. <br /> The Joint Planning Advisory Commission shall consist of four- <br /> teen members as determined by the following representation <br /> scheme: <br /> 2 Orange County Commissioners <br /> 2 Orange County Planning Board members <br /> 2 Chapel Hill Councilors <br /> 2 Chapel Hill Planning Board members <br /> 2 Carrboro Aldermen <br /> 2 Carrboro Planning Board members <br /> 2 OWASA Board members <br /> SECTION 6 . 4 DURATION. <br /> This Agreement shall be effective upon its execution by the <br /> designated parties hereto, and shall continue thereafter until <br /> termination by mutual agreement or when all the designated <br /> parties have withdrawn from the Agreement. <br /> 7 <br />
