In all cases failure to respond by any party to the Agreement <br /> is deemed to be inappropriate. <br /> In all reviews the parties involved will notify each other of <br /> their review schedules and the party with final review will <br /> accomodate the review schedules of the other parties. <br /> ARTICLE 5 . AMENDMENTS <br /> SECTION 5. 1 AMENDMENTS TO THE JOINT PLANNING AREA LAND USE PLA1 <br /> Proposed amendments to the Joint Planning Area land use plan <br /> shall be heard and discussed by the Joint Planning Advisory <br /> Commission. The parties agree to refer all amendment requests <br /> to the Joint Planning Advisory Commission for its comment, <br /> coordination and recommendation before aetion by any of the <br /> parties to the Agreement. A recommendation for amendment to <br /> the Plan shall be proposed by the Joint Planning Committee to <br /> the Boards of the parties to this Agreement for consideration <br /> and mutual adoption. <br /> Procedures shall be established whereby amendments to the <br /> Joint Planning Area land use plan are to be requested, con- <br /> sidered and mutually adopted by the County and Towns of Chapel <br /> Hill and Carrboro. These procedures shall reflect the intent <br /> and purpose of the courtesy review process. These amendment <br /> procedures are outlined in an Addendum to the Agreement and <br /> may be changed by the respective parties without requiring <br /> an amendment to the Agreement. <br /> SECITON 5 .2 AMENDMENTS TO THE AGREEMENT. <br /> Proposed amendments to the Agreement shall be heard and <br /> discussed by the Joint Planning Advisory Commission and mutuall <br /> adopted by the parties to the Agreement through the following <br /> process: <br /> a. Each party will receive notification of the <br /> amendment proposal prior to the consideration <br /> of the proposal by the Commission whole. <br /> b. Sufficient time will be allowed to permit <br /> consideration of the amendment by the <br /> respective Boards of each party. <br /> C . Each party will bring their Boards' <br /> recommendations on the amendment to the <br /> Commission during the Commission ' s de <br /> liberations on the amendment. <br /> d. Amendments to the Agreement shall be made <br /> by mutual agreement of all the parties to <br /> the Agreement. <br /> e. Amendment to the Agreement will be properly <br /> noted in an addendum to the Agreement. <br />
