Standards for roads and streets will be adopted in ac- <br /> cordance with the Chapel Hill-Carrboro TransPortation <br /> Plan subject to the courtesy review process. <br /> f. Standards for police and fire services wAli be adopted <br /> subject to the courtesy review process. <br /> g. Within the Joint Planning Area the specifications and <br /> standards of OWASA are accepted by the governmental <br /> units as the development standards for water and sewer <br /> services. <br /> ARTICIR 3. WATER AND SEWER EXTENSIONS <br /> The planning and extension of water and sewer services in the <br /> Joint Planning Area shall be accomplished in confonmance with <br /> the policies of OWASA and the following general principles: <br /> a. Water and sewer extensions should be made in a manner <br /> which conforms to the Joint Planning Area land use <br /> plan. <br /> b. Water and sewer extensions outside the corporate bound- <br /> aries of the Towns should be made within the timing <br /> and locational framework provided for in the Joint <br /> Planning Area land use plan categories: <br /> Joint Planning Area: Ten Year Transition <br /> Joint Planning Area: Twenty Year Transition <br /> Joint Planning Area: Rural <br /> Joint Planning Area: University Lake Watershed <br /> c. Water and sewer extensions should be considered in <br /> light of the policy of the Towns and County to promote <br /> infill development in the Towns. <br /> d. The extension of water and sewer lines in the Joint <br /> Planning Aera is most appropriate in the area desig- <br /> nated Joint Planning Area: Ten Year Transition, first <br /> and the Joint Planning Area: Twenty Year Transition, <br /> second. <br /> e. The extension of water and sewer lines in the Joint <br /> Planning Area: Rural and Joint Planning Area: <br /> University Lake Watershed should be discouraged. <br /> f. The extension of water and sewer lines into a new <br /> drainage basin should be considered in light of <br /> the facility and desireability of serving the ehtirety <br /> of a drainage basin. <br /> g. The sizing of water and sewer extension lines should <br /> reflect the prinicples Outlined above. <br /> The courtesy review process for water and sewer extensions is contained <br /> in an Addendum to the Agreement. <br />
