of the Chapel Hill and Bingham Township Components , and incorpo- <br /> rate certain policies appropriate for the implementation of the <br /> Joint Planning land use plan and process. <br /> SECTION 2. 2 MUTUAL ADOPTION AND APPLICATION OF DEVELOPMENT <br /> STANDARDS. <br /> lt is agreed that development standards appropriate to the Joint <br /> Planning Area will be adopted by all parties to the Agreement. <br /> Orange County will adopt and apply development standards in <br /> the Joint Planning Area: Ten Year Transition and Twenty Year <br /> Transition, as delineated on the adopted Joint Planning Area <br /> land use plan map, which meet or exceed Carrboro, Chapel Hill <br /> and OWASA development standards. <br /> The Towns of Carrboro and Chapel Hill will adopt and apply <br /> development standards in the Joint Planning Area outside <br /> of their corporate limits , but within their extraterri- <br /> torial planning jurisdictions , as delineated on the adopted <br /> Joint Planning Area land use plan map, which meet or exceed <br /> Orange County development standards . <br /> SECTION 2 . 3 DEVELOPMENT STANDARDS ESTABLISHED. <br /> It is agreed that development standards for the Joint Planning <br /> Area will be adopted by all parties to the Agreement as follows : <br /> a. Standards for density of development will be adopted <br /> in accordance with the Joint Planning Area land use <br /> plan and zoning ordinances of the Towns and County <br /> subject to the courtesy review process . <br /> b. Within the Joint Planning Area: Rural, outside the <br /> watershed, a two acre minimum lot size will be re- <br /> quired along with performance standards which pro- <br /> vide for : 1) two drainage fields to be required in <br /> the subdivision regulations ; 2) stormwater management <br /> measures ; and 3) setbacks to keep a rural area looking <br /> rural; as well as any other performance measures that <br /> may be necessary. <br /> c. Within the Joint Planning : University Lake Watershed <br /> a minimum residental lot size of five (5 ) acres wil] <br /> be required without stormwater management measures and <br /> a minimum residential lot size of (2) acres required <br /> Coupled with stormwater management measures . Also <br /> required will be performance standards which provide <br /> for : I) two drainage fields to be required by the sub- <br /> division regulations ; 2) appropriate setbacks , as well <br /> as any other performance standards that may be necessary. <br /> d. Standards for appropriate types of uses in the Joint <br /> Planning Area will be adopted in accordance with the <br /> Joint Planning Area land use plan and zoninF ordinances <br /> of the Towns and County subject to the coureesy revlew <br /> nrnopq. <br />
