7 8 6 <br /> MEMORANDUM. <br /> TO: The Board <br /> FROM: The Manager <br /> RE: Space allocation Agenda Item # E-9 <br /> DATE: 2/26/82 <br /> In reviewing alternatives for Northside at the 2/16/82 Board <br /> meeting several comments were voiced which showed the need for <br /> revisions in terms of which agencies should occupy that building <br /> and other buildings in the surrounding area. Staff has tried to <br /> take all of the comments into account in arriving at the follow- <br /> ing realignment for short and long range needs: <br /> NORTHSIDE MULTIPURPOSE CENTER <br /> 1. Maintain existing agencies (including Day Care) except <br /> CETA. Relocate CETA to the Housing Authority should that <br /> become necessary by the time the renovation is completed. <br /> 2. Provide space for RSVP. <br /> 3. Bring in Department on Aging and Social Services from rented <br /> space. This would save $22,000 annually ($16,000 for Social <br /> Services and $6,000 for Department on Aging) . <br /> 4. In order to accommodate Social Services, Aging and RSVP, <br /> Day Care would have to be limited to 1,827 square feet <br /> instead of the 2,116 square feet it now occupies. <br /> Moreover, were it located on one side of the building the <br /> amount of fire rated doors and walls and the amount of air <br /> conditioning ductwork could be lessened. This would save <br /> $2,500 in construction costs. <br /> Consider what utility cost would be under the arrangement. <br /> The 1,827 square feet would be 19% of the 9,500 square <br /> foot building. Utility cost from February 1, 1980 through <br /> January 31, 1981 was $11,869, not including telephones <br /> which are paid separately by each agency. Day Care has <br /> been paying 13% per month during this period. If one <br /> takes 19% of $11,869 this would come to $2,255 or $188 per <br /> month; $49 more than it has been paying while occupying <br /> more space. When air conditioning costs are added the <br /> per month amount would be even higher. Its ability to pay <br /> its fair share may be dependent on the amount of space it <br /> occupies. <br /> 5. Construct a 2,000 square foot offset addition to the front <br /> of the building to provide permanent housing for the Willie <br /> M. or a Day Hospital or other mental health programs. With <br /> Mental Health having secured $100,000 for construction there <br /> would be $50 per square foot. The architect believes this <br /> would be ample. <br /> Besides expansion the additionwould permit the architect <br /> to design a more pleasing entrance and permanent handicapped <br /> access to the building. <br />
