Please note that the proposed contract encompasses the required compliance audit of Guilford County's revenue sharing entitlement for the fiscal year ending June 30, 1982 as prescribed by the Office of Revenue Shar- ing. Also, I have included those items we discussed the other day relative to fees in section 6 of the contract. If the Board of Commissioners approves the enclosed contract, the sig- nature of Commissioner Whitted, Chairman of the Board, should be affixed, as well as that of the Finance Director, after which all three copies should be returned to us. We will then forward them to the Secretary of the Local Government Commission in Raleigh for ap- proval and, upon return to us, we will send one copy to you, I have also enclosed as an attachment to this letter a publication re- cently issued by the Office of Management and Budget entitled ,Questions and Answers on the Single Audit Provisions of OMB Circular A-102 "Uni- form Requirements for Grants to State and Local Governments". As in- dicated in the answer to question 1. in this document, the provisions of Circular A-102 are binding when the pertinent regulations are incor- porated into Federal grant agreements. Therefore, you should arrange for someone to review all Federal grant agreements for these conditions. • If, as a result of such review, it is determined that a"single audit" is necessary, we will, of course, have to submit an addendum to this contract.
