February 16, 1982, at 7:30 P.M. in the Commissioners' Room, Orange County Court- <br /> ' 9. house, Hillsborough, North Carolina. <br /> 10. Commissioners present: Chairman Richard E. Whitted, and Commissioners <br /> 11. Norm Gustaveson, Shirley E. Marshall, Norman Walker and Don Willhoit. <br /> 12. Agenda Item Pa Board Comments <br /> 13. Commissioner Willhoit added a Resolution an Volunteers for Youth; Chairman <br /> Whitted added a contract for the YETP program and consideration of an Energy <br /> 15. Commission appointment. <br /> 1 6. B. Arirlience Cbmnents <br /> 17. Mr. Barbour, Ms. Williamson, and Messrs. Cox and Jones were present and wished <br /> 18. to speak to agenda item E-4 regarding the Eno State Park. Ms. Patti Paddock wished <br /> 19. to address the Board regarding E-3, Northside space allociation. <br /> 0. Mr. Fred Smith, who is monitoring the Board of Commissioners meetings for <br /> ,l. the Inter-Faith Council,told the Board that there was an editorial in the <br /> 22. News and Observer of this date which talked about President Reagan breaking his <br /> 23. promise not to ignore the aged of the country. <br /> 24. - - C. Minutes <br /> 25. Commissioner Willhoit wished to delay approval of the Minutes of October 29, <br /> 26. 1981, until the Tax Supervisor verified the figures. <br /> 27. Gorrmissioner Gustaveson moved, seconded by Commissioner Willhoit, to approve <br /> 28. the Minutes of November 2, 1981, as submitted. Vote: Ayes, 5; noes, 0. <br /> 29. Conmissioner Gustaveson moved, seconded by Commissioner Willhoit, to approve <br /> 30. the Minutes of November 23, 1981, as submitted. Vote: Ayes, 5; noes, 0. <br /> 31. D. Reports-Ms. Gloria Williams, Director of JOCCA <br /> 2. Ms. Williams presented a report on the funding status of JOCCA. Ms. Williams <br /> 3. said that the cuts to JOCCA were 25% rather than the expected 45%. <br /> 34. The Board expressed concern that Orange County funds be spent <br /> 35. in Orange County; this money is going to Chatham as well as any Federal match Orange <br /> 36. County draws down. The Board said it wished MCCA to fund directors at its centers <br /> 37. in Orange County, Cedar Grove and Efland. Ms. Williams told the Board that Orange <br /> 380 <br /> 39. <br />
