North Carolina 27278 <br /> • <br /> . • <br /> Dear Mr. Bell: <br /> It has come to my attention. through conversations with members of my staff <br /> and the Carrboro Planning staff and yourself, that the Horace Williams Airport <br /> tract owned by the University has been designated in the proposed joint Land <br /> Use Plan as public/private open space. It is understood that this is also the <br /> 411 designation of the Duke Forest Lands. <br /> While such a designation may be appropriate for the Duke Forest Lands and for <br /> the University Lake watershed, the University does not feel that it is an <br /> appropriate land use designation for the Horace Williams Airport tract. <br /> The-Horace Williams tract is divided into two parcels separated in a North <br /> South direction by the railroad and Sewell School Road. The land east of this <br /> division contains the airport and is currently zoned by the Town of Chapel <br /> Hill as office institutional-2 and office institutional-3. For so long as the <br /> University must operate the airport, there will be little development of this <br /> land. However, if the- University is able to close the airport, the <br /> development of this tract of land for institutional purposes will be <br /> attractive. The University feels that any land use plan should recognize the <br /> potential for development of this tract of land. <br /> The land west of the railroad and Sewell School Road, while different in <br /> character from the airport property, also has an excellent potential for <br /> development. We believe that the designation of this land as open space is <br /> inappropriate in light of the development potential. . <br /> Your consideration of changes in the land use designations of the Horace <br /> Williams Airport property to recognize these development potentials is <br /> appreciated. <br /> 41) . <br /> - <br />
