• <br /> 102 . <br /> • <br /> 411 <br /> The inconsistency in the two Land Use Plans was <br /> recognized during the development of zoning plans for <br /> the Transition Areas. The University was subsequently <br /> contacted to determine its position with respect to the <br /> site, and Vice Chancellor Farris Womack responded, <br /> requesting a Land Use Plan designation more suited for <br /> the future use of the property for institutional <br /> purposes. <br /> The proposed designation of "Future UNC Development" <br /> recognizes the potential of the site for campus <br /> expansion and other institutional uses, providing the <br /> airport is relocated. The designation is also <br /> consistent with the Chapel Hill Land Use Plan. <br /> At its March 1, 1988 meeting, the Chapel Hill Planning <br /> Board voted to recommend approval of the proposed <br /> change. <br /> At its March 3, 1988 meeting, the Carrboro Board of <br /> Aldermen approved a resolution which stated concurrence <br /> with the UNC request that a more appropriate land use <br /> designation be provided. <br /> RECOMMENDATION: The Orange County Planning Staff recommends approval of 411 <br /> changing the designation of Horace Williams Airport and <br /> adjacent UNC property from "Public-Private Open Space" <br /> to "Future UNC Development". <br /> Following conclusion of the public hearing, the matter <br /> should be referred to the governing boards of the Towns <br /> of Chapel Hill and Carrboro for decision, and the <br /> Orange County Planning Board for a recommendation.
