„ <br /> 084 <br /> the northern Transition Area II boundary be adjusted to <br /> coincide more or less with the southern boundary of the <br /> Duke Forest properties. <br /> RECOMMENDATION: The Orange County planning Staff recommends that the <br /> Transition Area boundary be relocated to a set distance <br /> of 400 feet from the Duke Forest border. The following <br /> additional provisions are also recommended: <br /> 1. That a 100-foot natural buffer be retained or <br /> installed on each new lot adjacent to the Duke <br /> Forest border; <br /> 2. That the 100-foot buffer may be disturbed only when <br /> necessary to install a septic tank and/or <br /> nitrification field, and only to the extent <br /> necessary to install such facilities; and <br /> • 3. That public sewer service be permitted for new <br /> lots where it is proven that the property is <br /> unsuited for septic tank use. <br /> Following conclusion of the public hearing, the matter <br /> should be referred to the governing boards of the Towns <br /> of Chapel Hill and Carrboro for decision, and the <br /> Orange County Planning Board for a recommendation.
