Move the Transition Area boundary to coincide with <br /> the Duke Forest border and require at least a 100- <br /> foot natural buffer to be retained or provided by a <br /> development occurring adjacent to the Forest. <br /> (This alternative is based on the assumption that <br /> Duke Forest will remain as a natural border for <br /> Carrboro' S northern growth. The 100-foot buffer <br /> concept derives from a similar provision applicable <br /> in planned developments approved under the Orange <br /> County Zoning Ordinance provisions. The alternative <br /> has the advantage of placing project approval and <br /> administration under one jurisdiction; i.e. , <br /> Carrboro, but it does not take into account the <br /> Duke Forest desire to have adjacent property <br /> developed at Rural Buffer standards. The ' <br /> alternative would also permit all portions of the <br /> property to be served with public utilities without <br /> concern over extensions into the Rural Buffer. ) <br /> !II <br /> 2. Move the Transition Area boundary to coincide with <br /> the drainage divide separating New Hope Creek and <br /> Bolin Creek basins. <br /> (This alternative is grounded in natural features; <br /> i.e. , drainage .divides, serving as the boundary <br /> line between land use designations. It further <br /> recognizes that sewer service is provided most <br /> economically in the Bolin Creek basin where gravity <br /> lines can be extended along drainage channels. It <br /> does result in lack of uniformity with respect to <br /> development adjacent to Duke Forest. Where the <br /> Bolin Creek basin extends into Duke Forest, <br /> intensive development (1-5 units per acre) could <br /> occur up to the Forest borders. In other <br /> locations, development would be restricted to the <br /> Rural Buffer density of one dwelling unit per two <br /> acres of land. Properties would also be split by <br /> the boundary line, with some acreage in Orange <br /> County' s jurisdiction and the remainder under the <br /> administrative control of Carrboro. ) <br /> 3.
