Ms. McLendon seconded the motion. <br /> Vote: The motion passed by a vote of 7-0. <br /> Pro•osed Chan:es•to-Joint Plannin: Area Land Use Plan: Mr. Weldon presented a '' ' <br /> memorandum prepared by Orange County Planning Department Planner Gene Bell <br /> which explained the proposed changes (see Attachment 5). These changes were <br /> scheduled for an-April 13 public hearing at Culbreth Junior High School. The - <br /> changes included those adopted November 2, 1987 by the Town's of Carrboro and - <br /> Chapel Hill, and Orange County in the•Joint Planning Agreement; as well as <br /> petitions submitted by citizens living in or near the Joint Planning Area. - <br /> Mr. Weldon explained the proposed changes and• answered questions from Board <br /> members. <br /> - Motion: i=lt was moved and seconded that proposed changes #1-6, and #8-in the ' <br /> staff memorandum be recommended for approval. <br /> -Vote: The motion passed 7-0. <br /> 4. - Motion: Mr. Francisco did not want to see <br /> proposed change #7 (designation of <br /> certain greenways as recreational trails) adopted." His motion was not . <br /> seconded. - <br /> Motion: Ms.:McLendon moved'that the Planning Board recommend adoption of <br /> -change #7. Mr.: Cradle seconded the motion. <br /> Vote: - The motion passed 6-1 with'Mr. Francisco voting against the motion. <br /> The Board discussed greenways and recreational trails and their effects on <br /> adjacent property: <br /> It was suggested that maintenance personnel not use leaf blowers to clear <br /> recreational paths, because removing the leaves might promote erosion. <br /> Guidelines for Bxtendin:Construction Start Dates: The Board reviewed a staff <br /> memorandum suggesting guidelines for reviewing requests for time extensions. — <br /> Motion: Ms. White moved that the Board adopt these guidelines and add them to <br /> the Board's Rules of Procedure. Mr. Guild seconded the motion. <br /> Vote: The motion passed by a vote of 7-0. <br /> Meeting Date Changes <br /> Because of the July 4th holiday, the Council would be meeting on July 5th. <br /> Therefore,_ the Planning Board agreed to reschedule its July 5th meeting to <br /> Tuesday, July 12. - T <br />
