Any <br /> substantial increase in retail acreage is expected to take place in the <br /> planning jurisdictions of Chapel Hill and Carrboro. The existing <br /> activity nodes of Calvander and Starpoint have been retained in <br /> Transition Areas, and there is room for modest expansion of low <br /> intensity commercial and service uses. The approximate retail area at <br /> Calvander is 13. 8 acres. <br /> In its Interim Land Use Plan, the Town of Chapel Hill has <br /> recommended small expansion of the Starpoint node. It is the Town' s <br /> position ". . . that expansion of the area designated for commercial use <br /> will encourage development/redevelopment of Starpoint under current <br /> development regulations . . . " and ". . . that these regulations (buffers, <br /> signage, etc. ) will help assure attractive development. " <br /> Light Industrial Areas <br /> The only area on the plan classified as industrial is a 20-acre <br /> tract north of Eubanks Road and east of the railroad tracks. The <br /> property is known as CHIP (Chapel Hill Industrial Park) and has been <br /> zoned Light Industrial since the mid 1970's. It has been retained in <br /> the plan as industrial to reflect its zoning history. <br /> 411 No new industrial areas have been identified in the plan. This is <br /> due, in large part, to numerous comments received at public hearings <br /> and public information meetings expressing opposition to industrial <br /> uses in the Joint Planning Area. <br /> Disoosak Uses <br /> This Land Use Plan category has been established to identify sites <br /> which pose problems in terms of planning for appropriate land uses. <br /> Two such sites have been identified, the existing and future landfill <br /> sites along Eubanks Road. <br /> The existing landfill site is bisected by Eubanks Road and lies <br /> immediately west of the railroad tracks. Estimates of remaining <br /> capacity in the landfill range from 8 to 12 years. The proposed <br /> landfill site lies immediately west of the railroad tracks about <br /> halfway between Eubanks Road and Homestead Road. It contains <br /> approximately 170 acres and was purchased jointly by Orange County and <br /> the towns of Chapel Hill and Carrboro. Prior to being used as a <br /> landfill, the site would require additional study as well as the <br /> issuance of a Class A Special Use Permit. A public hearing is required <br /> before a Class A Special Use Permit can be issued. <br /> 411 <br /> - — <br />
