Transition Areas are denoted as 411 <br /> a subclass or overlay-type of land use classification, <br /> providing a link with the basic land use categories of the <br /> Orange County Land Use Plan but permitting the development of <br /> a more detailed series of underlying land use elan <br /> categories. <br /> The portion of the Transition Area located north of <br /> Carrboro has been further divided into Transition Area I and <br /> Transition Area II designations on the Joint Planning Area • <br /> Land Use Plan. Transition Area I may, be developed at <br /> densities and for uses identified in the underlying land use <br /> plan categories described below. Within Transition Area II, <br /> however, no tract may be approved for development at a <br /> density that exceeds one (1) housing unit, per gross acre <br /> until at least seventy-five percent (75%) of the gross land <br /> area of Transition Area I consists of any combination of the <br /> following; <br /> 1. Lots containing one (1) acre or less;, <br /> 2. Residential developments approved for development <br /> at a density of at least one (1) unit per acre; <br /> 3. Streets, roads, and utility easements located <br /> outside of lots containing one (1) acre or less; <br /> 411 <br /> 4. Lots or tracts that are used for commercial, <br /> industrial , institutional, or governmental <br /> purposes; and <br /> 5. Tracts that are owned 'Ix the University of North <br /> Carolina or other non-profit entities and that are <br /> not <br /> available for development. <br /> The underlying or more detailed land use plan categories <br /> include; Resource protection; Public-Private Open Space; <br /> Suburban Residential; Urban Residential, Office- <br /> Institutional ; Future UNC Development; Retail, Trade; Light, <br /> Industrial; and Disposal Use. These Categories are described <br /> below. <br /> Resource Protection Areas designated within Transition <br /> areas of the Joint Planning Area Land Use Plan include <br /> floodplains, wetlands along drainage tributaries, and steep <br /> slope areas (15% or greater). The areas form the basis for a <br /> parks and open space system (see Strategy Maps) which <br /> provides the framework within which other land uses are <br /> situated. <br /> Public-Private WAD OMER Areas in the Transition Areas <br /> „ <br /> include UNC lands (excluding Horace Williams Airport and <br /> 411 <br /> -adjacent tracts) and a tract connecting the two landfill <br /> sites.
