_ <br /> 411 <br /> THE JOINT PLANNING PROCESS FOR THE LAND USE PLAN P , <br /> In August of 1985, the Planning Board Chairs of Chapel <br /> Hill and Orange County met and agreed on an outline for the. <br /> Joint Planning process. The outline, as revised in September, <br /> 1985, includes the followinu major points: <br /> I. Plan Development <br /> The four major elements of the Land Use Plan <br /> development phase along with the important <br /> categories of information included with each <br /> are as follows: <br /> A. Natural Environment <br /> The element addresses the ability of the <br /> natural environment to support development <br /> with particular attention to environmental <br /> constraints. <br /> 1. Physiographic characteristics <br /> (Land suitability) <br /> 2. Water resources <br /> • 3. Soil suitability for septic tanks <br /> B. Infrastructure and Public Services <br /> The element addresses the provision of <br /> adequate infrastructures and services to <br /> support development. <br /> 1. Water and sewer <br /> 2. Transportation <br /> 3. Other public facilities and services <br /> C. Joint Planning Operating Principles <br /> The element addresses the question of what the <br /> citizens and governing bodies wish land uses <br /> to be. The Joint Planning Operating <br /> Principles represent a set of guidelines which <br /> encompass only the important policy statements <br /> necessary for guiding the formulation of the <br /> Land Use Plan. There is not a conflict <br /> between the goals and objectives for Orange <br /> County and Chapel, and there is no attempt to <br /> merge the sets of goals and objectives. <br /> An initial list of the principles has been <br /> compiled, but additions or changes may be made <br /> as growth issues and other policy questions <br /> -- are discussed-- <br /> rammmummm... <br />
