Lots containing one (1) acre or less; . . <br /> 2. Residential developments approved for development <br /> at a density of at least one (1) unit per acre; _ <br /> 3. Streets, roads, and utility easements located <br /> outside of lots containing one (1) acre or less; <br /> 4. Lots or tracts that are used for commercial, <br /> industrial, institutional, or governmental <br /> • purposes; and <br /> 5. Tracts that are owned by the University of North <br /> Carolina or other non-profit entities and that are <br /> not available for development. <br /> The Rural Buffer was defined in the Joint Planning <br /> Agreement as being a low-density area consisting of <br /> single-family homes situated on large lots having a <br /> minimum size of two (2) acres. The Rural Buffer was <br /> 111 <br /> further defined as land which, although adjacent to an <br /> Urban or Transition Area, was rural in character and <br /> which would remain rural, contain low-density <br /> residential uses, and not require urban services <br /> (public utilities and other Town services). The Rural <br /> Buffer consisted of the following Joint Planning Area <br /> Land Use Plan categories: Rural Residential; <br /> Agricultural ; Public/Private Open Space; Resource <br /> Conservation; Extractive/Disposal Use; and the overlay <br /> district designated Water Quality Critical Area. <br /> Amendments have been prepared which describe the <br /> Transition Areas and Rural Buffer in the Joint Planning <br /> Area Land Use Plan text and delineate them on the Land <br /> Use Plan map. The amendments have been based on the <br /> definitions contained in the Joint Planning Agreement <br /> to provide consistency between the two documents. <br /> At its March 1, 1988 meeting, the Chapel Hill Planning <br /> Board voted to recommend approval of the proposed <br /> change. <br /> At its March 3, 1988 meeting, the Carrboro Board of <br /> Aldermen approved a resolution which requested that the <br /> Board of Commissioners amend the Joint Planning Area <br /> Land Use Plan Map to show the location of and to IIM <br /> _ - provide a descript-ton- of- Transition Areas I and II for <br /> the Carrboro Joint Development Review Area. <br />
