Transition Areas were defined as being in <br /> transition from rural to urban or already urban in <br /> density. Urban services (public utilities and other <br /> Town services) were currently provided or were <br /> projected to be provided to Transition Areas. <br /> The portion of the Transition Area located north of <br /> - - Carrboro was divided-into Transition Area I and <br /> Transition Area II.
