BACKGROUND: On May 4, 1987, the Board of Commissioners approved the extension of the Transition Area into the full extent of Bolin Creek basin north of Carrboro except in Duke Forest and for those properties abutting Duke Forest. The Board also established two designations of Transition Area - Transition I and II - in the Carrboro Joint Development Review Area and directed that boundary designations for-Transition Area and Rural Buffer borders be described in the Joint Planning Area Land Use Plan text and delineated on the Land Use Plan map. Subsequently, when the Joint Planning Agreement was adopted on November 2, 1987, the document contained descriptions of Transition Area and Rural Buffer boundaries. Transition Areas were defined as being in transition from rural to urban or already urban in density. Urban services (public utilities and other Town services) were currently provided or were projected to be provided to Transition Areas.
