C. 27514 <br /> Re: Highlands Subdivision <br /> Homestead Road, Orange County <br /> Dear Ms. Marshall: <br /> • I am writing as president of Piedmont Atlantic, Inc. , owner <br /> of the above 65-acre project near Chapel Hill High School at the <br /> corner of Homestead Road and Rogers Road. <br /> In 1986 we obtained Preliminary Plat approval from Orange <br /> County for 75 single family lots on 50 wooded acres at the above <br /> site. To date we have or are in the process of developing all <br /> these lots. The remaining 15 acres in our tract, which consists <br /> mainly of old pasture (no trees) , is located at the intersection <br /> of Homestead and Ropers Roads. <br /> Because of terrain features, proximity to major <br /> thoroughfares, etc. we have never believed that the highest and <br /> • best use of the 15 acres at the corner would be as large-lot <br /> residential property. In fact, at the time we purchased the <br /> property/ the Land Use Plan designated the intersection as an <br /> activity node for neighborhood business or office/institutional <br /> use. • <br /> We are aware that, subsequently, the activity node <br /> designation was dropped from the County Land Use Plan, primarily <br /> because of strong citizen opposition from property owners in the <br /> Calvander area to proposed industrial activity in their <br /> neighborhood. <br /> All the above is mentioned as background to the matter at <br /> hand. <br /> • <br /> The Town of Carrboro Board has recommended to the County <br /> • <br /> Commissioners that this intersection and all our property be <br /> zoned R-20. We agree with the R-20 designation for appropriate <br /> residential sites, but we take strong exception to zoning this <br /> entire tract as well as practically every square inch in the <br /> • Carrboro jurisdiction as R-20. We have offered testimony to the <br /> Town Board in opposition to this recommendation. The Town is <br /> recommending zoning over an area of approximately 1, 800 acres; <br /> according to the Town' s recommendation, all of the land would be <br /> zoned RR, R-15, and R-20, except for a very limited amount of <br /> business zoning to legitimize some of the existing businesses at <br /> Calvander. We believe this zoning recommendation is wrong and <br /> short-sighted. <br /> • <br />
