N.C. 27510 <br /> Re: Highlands Subdivision <br /> Homestead Road, Orange County <br /> Dear Ms. Kinnaird; <br /> I am writing as president of Piedmont Atlantc, Inc. , owner <br /> of the above 65-acre project near Chapel Hill High School at the <br /> corner of Homestead Road and Rogers Road. <br /> In 1986 we obtained Preliminary Plat approval from Orange <br /> County for 75 sinnle family lots on 50 wooded acres at the above <br /> site. To date we have or are in the process of developinp all <br /> these lots. The remaining 15 acres in our tract which consists <br /> mainly of old pasture (no trees) is located at the intersection <br /> of Homestead and Rogers Roads. <br /> BeCAUSO of terrain features, proximity to major <br /> thorouphfares, etc. we have never believed that the highest and <br /> best use of the 15 acres at the corner would be as large-lot <br /> residertLel , orurrty. In fact, at the time we purchased)the <br /> intersectiogVesignated tbmEoema as an activity node for <br /> neighborhood business or office/institutional use. <br /> We are aware that, subsequently, the activity node <br /> designation was dropped from the County Land Use Plan, primarily <br /> because of stronn citizen opposition from property owners in the <br /> 6alvandei- area -to proposed industrial activity in their - -- - - <br /> neighborhood. <br /> All the above is iingS mentioned as background to the matter <br /> at hand. <br /> The Town of Carrboro Board has recommended to the County <br /> Commissioners that this intersection and all our property be <br /> zoned R-20. We agree with the R-20 desinnation for appropriate <br /> residentual sites, but we take strong exception to zoning this <br /> entire tract as well as practically every square inch in the <br /> Carrboro juridiction as R-20. We have offered testimony to the <br /> Town Board in opposition to this recommendation. The Town is <br /> recommending <br /> zoning in an area of approximately 1,a00 acres; <br /> according to the Town' s recommendation all of the land would be <br /> zoned R-20, except for very limited amount of business zoning to <br /> legitimize some of the existing businesses at Calvander.
