Transition Area located within the <br /> Chapel Hill Joint Development Area. <br /> IMPACTS/ISSUES: Section 1. 3 of the Joint Planning Agreement, <br /> enacted November a, 1987, states that the <br /> Agreement shall become effect lye on the <br /> effective date of an Orange County ordinance: <br /> , . <br /> 1.
