Mr. Walden referred the Board <br /> to the staff report and recommendation that the Planning Board recommend the <br /> adoption of an ordinance rezoning these properties (see Attachment 1). <br /> - • . . -.. . . . <br /> There was discussion about the Billabong Lane area being zoned R-1A, and <br /> whether or not additional surrounding properties should also be zoned R-1A. <br /> Mr. Waldon believed the Town should not zone undeveloped property R-1A because <br /> it would encourage low-density sprawl. It was pointed out by several Board . _ <br /> members that larger lot sizes would limit the availability of affordable land <br /> and increase the cost of housing. ,.. . <br /> III . . . , <br /> ... - <br /> In .response to a question about whether traffic problems were considered when . <br /> staff determines recommendations for rezoning, Mr. Weldon replied that the <br /> current Chapel Hill Land Use Plan is not particularly transit/transportation- <br /> friendly. He noted that the 1977 Land Use Plan had a stronger transportation <br /> emphasis because it had higher density development along major transportation <br /> corridors. Be pointed out that the current Joint Planning Area Land Use Plan <br /> and the new Chapel Hill Land Use Plan reflect what the community had said it <br /> wanted, i.e. , lower density development. One Board member suggested that the <br /> community had made the decision without adequate education and information <br /> about the transportation consequences of low-densitY development. This member <br /> suggested that the proposed R-1 zoning was not dense enough, noting that the <br /> area proposed for R-I zoning was the only large parcel of undeveloped property <br /> with no topographic impediments to higher density housing. He suggested R-2 or <br /> R-3 zoning would be more appropriate. . . <br /> Discussion about the Comprehensive Plan, its relationship to the Land Use Plan, <br /> and its relationship to zoning continued. . <br /> In response to a question about Carrboro's action on rezoning in the Joint <br /> Planning Transition Area, Mr. Waldon stated that the Carrboro Board of Aldermen <br /> was discussing this at its March 1 meeting. <br /> Motion: Mr. Credle moved that the Board recommend that the recommended R-1A <br /> zone be extended south to Homestead Road and extended east to double its <br /> area.
