}
{ Cell
Gustaveson raised questions regarding commercial development.
He supported reducing the number of activity nodes but was
still concerned about what he saw as uncontrolled development
along NC54, citing specific examples of establishments that
had closed, only to reopen with a more intensive use. Torgan
noted that the EC zoning designation, given to commercial
establishments outside of nodes and in existence prior to
zoning, created only broad restrictions on what could not be
done with the property.
Johnson asked that an inventory of parcels in the Township
currently zoned commercial be prepared for the TAC.
Malkey asked how a Water Quality Critical Area designation
would affect land being subdivided. Torgan replied that lot .
sizes had to be a minimum of 80,000 square feet.
Additionally, the Zoning Ordinance places limits on
impervious surfaces and requires a certain portion of land be
left undisturbed.
Heizer expressed concern over the amount of land classified
as Resource Protection Area. The problem was not with the
nature of the land, but that the County might to acquire
all the Resource Protection Areas for public greenways.
Gustaveson said it was important to have greenways but the
County would first have to address the question of closed
access easements primarily for wildlife protection versus
open access greenways for public use.
Torgan noted these questions were to be addressed by the
County Recreation and Parks Plan. The Plan was to go to
Public Hearing on 23 November 1987, and this was the best
time to express concerns of the greenway system.
Gustaveson moved that the TAC endorse the staff
recommendation as presented. Patterson seconded. The motion
passed unanimously.
Torgan noted that the 8 December 1987 Joint Planning Public
Hearing had been eliminated by the new Joint Planning
Agreement. He would let the TAC and other interested parties
know of the new date as soon as it was available.
3.
