4110 _
DRAFT BINGHAM TOWNSHIP ADVISORY COUNCIL, 4 NOVEMBER 1987
MINUTES
Present: Murdock, Patterson, Johnson, Cohen, Heizer,
Gustaveson
Staff Present: Torgan
Others Present: Harold Murdock, Jim Gerrard, Patrick Malkey
1. ADDITIONS TO THE AGENDA
Torgan handed out two additions to the agenda packet,
Planning Board minutes of 14 July 87 regarding Pat Davis'
comments on sludge application and a TAC attendance record
since May 1986.
1400 2. RECOMMENDATION TO THE PLANNING BOARD ON THE BINGHAM
TOWNSHIP LAND USE PLAN
Torgan presented Planning Department recommendation to the
TAC, noting that it took from all three alternatives
presented the week before and that it did not require an up
or down vote. The TAC could recommend a strategy of its own
to the Planning Board.
Torgan first explained the Land Use Categories used in the
Plan, giving their definitions and outlining their locations
on the map. The major categories were;
A) Rural Buffer, encompassing the New Hope Creek and
University Lake watersheds, boundaries which remained
unchanged from the 1986 Joint Planning Area Land Use
Plan;
B) Agricultural Residential, predominantly agricultural with
scattered low density residential;
C) Rural Residential, predominantly low density residential
with scattered agricultural uses;
D) Resource Protection Areas, primarily steep slopes and
floodplains;
E) Protected Watershed/Water Quality Critical Area, which
denotes drainage areas of watersheds that serve as public
drinking water supplies, and;
F) Rural Commercial Activity nodes, which identify areas
most suitable for commercial development. The three nodes
are at Adam and Eve, White Cross, and Oak Grove.
Torgan then noted the major changes from the 1981 Bingham
Township Component of the Orange County Land Use Plan.
410
Minutes
page 1
