Application Review for Developments Proposed to be in S <br /> Transition Arel,s <br /> Each Town would decide on these applications for projects in <br /> its respective area. Joint hearings with the County Commis- <br /> sioners would no longer be needed, but the County would have <br /> the right to comment on applications. <br /> 6. Representation of Transition Area Residents <br /> Each Town must allow appointment of at least one Transition <br /> Area resident to the municipal Planning and Adjustment <br /> boards. The County Commissioners would make these appoint- <br /> ments as they do now for extraterritorial planning area <br /> representatives. The Towns would decide the number of <br /> Transition Area seat(s) . <br /> 7. Rural Buffer Regulations and Development Application Review <br /> The County's regulations and procedures would apply and the <br /> County would decide on applications. The Towns would have <br /> the right to comment on all development applications, <br /> rezoning, and proposed text amendments applicable on their <br /> respective sides of the Rural Buffer. <br /> In an area just west of 1-40 in the Rural Buffer, both Towns • <br /> would have the right to comment on these matters. <br /> As noted above, the Rural Buffer is defined in part as <br /> having a minimum lot size of 2 acres. <br /> 8. Universit Lake Watershed Areas Outside of Munici.al Limits <br /> Pending OWASA's watershed study, no party to the agreement <br /> could annex in the watershed, or approve or encourage water <br /> or sewer extensions into the watershed. (These provisions <br /> are in an appendix to the agreement.) <br /> 9. Annexations <br /> Neither Town would annex into the Rural Buffer or into the <br /> other Town's Transition Area. (Provisions in appendix to <br /> agreement. ) <br /> 10. ' Effective Dates of Various Provisions <br /> The annexation and watershed provisions in the appendix to <br /> the agreement (please see $ & 9 above) would be effective <br /> upon signing of the agreement. Other provisions would go <br /> into effect when the County and Towns approve the agreement, <br /> and the County and Towns have adopted zoning for the Transi- <br /> tion Areas, and amended the Joint Planning Area Land Use <br /> Plan and Map to reflect Transition Area's I and II provisions <br /> for Carrboro. <br /> EMMEMMEmmilmmmimmomm. <br />
