127 <br /> - <br /> PLANNING FRAMEWORK AND APPLICATION <br /> The framework for the Bingham Township Plan begins with <br /> organizing concepts. These concepts are policy statements <br /> which create the foundation of the Plan. They state general <br /> consensus as to what patterns of growth are desirable for the <br /> Township. The concepts take into account a number of <br /> variables, including existing patterns of development, <br /> environmental constraints, and the stated desires of Bingham <br /> Township residents and landowners. <br /> . The second component of the framework consists of future <br /> projections for population, housing stock, and land <br /> requirements. These projections do not comment on the <br /> desirability of the growth expected. They merely indicate, <br /> using historical trends, the amount of growth expected in the <br /> Township during the plan period if those trends persist. <br /> These components of the framework are then used to <br /> create allocation guidelines. Criteria are established which <br /> distribute land into Land Use Plan categories initially <br /> defined in the body of the Orange County Land Use Plan. <br /> Distribution is reflected in both text and map form. <br /> 410 Organising Concepts <br /> The following Township policy statements represent the <br /> organizing concepts around which the Land Use Plan for <br /> Bingham Township is constructed: <br /> 1) The agricultural and rural residential character of <br /> the Township should be maintained; <br /> 2) Existing and potential water supply watersheds in the <br /> Township should be developed in a way that will <br /> minimize impacts on water quality and neither <br /> conflict with agricultural activities nor push a <br /> disproportionate amount of development into <br /> watersheds not part of a public water supply; <br /> 3) The White Cross area has the characteristics of a <br /> rural community, which should be enhanced; <br /> 4) Residential development that does occur in the <br /> Township should be planned for areas that will not <br /> create negative impacts on agriculture or potential <br /> and existing water supply watersheds; <br /> 410 <br /> 3.11-13 <br />
