118 <br /> 410 <br /> The north-south routes are more numerous but, on the <br /> whole, provide a lower level of service. They include the <br /> collectors Orange Grove Road ($R1006) , White Cross <br /> Road/Butler Road (SR1951) , Dodsons Crossroads (SR1102) , <br /> Mebane-Oaks Road (SR1007) , Crawford Dairy Road/Orange Chapel <br /> Road (SR1956) , Oak Grove Church Road (SR1177) , Mt. Willing <br /> Road (SR1120) and Morrow Mill Road (SR1958) . All other roads <br /> provide a local level of service. <br /> The objective of any component of a transportation <br /> system, such as a street or a highway, is to accommodate a <br /> specific amount of traffic while providing the operator with <br /> a specified level of service. A level of service 'C' is <br /> frequently used as an appropriate criterion for highway and <br /> street design purposes and is defined by the North Carolina <br /> Department of Transportation as a zone of stable flow with <br /> speed and maneuverability more closely controlled by higher <br /> volumes. Levels of service range from 'A, ' which is a <br /> condition marked by low volume and high speed, to the forced <br /> flow operation at low speeds that marks an 'F' level of <br /> service. <br /> Traffic on Bingham Township collector roads is well <br /> within capacities that allow for a relatively free flow of <br /> traffic. The same holds true for Old Greensboro Rd. and NC54, 411 <br /> the two arterial roads that run through the Township. The <br /> capacity of the Township's collector roads, given a 55 miles <br /> per hour speed limit and a level of service 'C' , ranges from <br /> 2205 vehicles per day (vpd) on Dairyland Road to 2580 vpd on <br /> Orange Grove Road. For Dodsons Crossroads and Mebane-Oaks <br /> Road the capacity is approximately 2445 vpd. The estimated <br /> two-way daily traffic counts for 1987 are well within these <br /> capacities; 1940 vpd for Dodsons Crossroads north of NC54; <br /> 1400 vpd for Mebane-Oaks Road in Cheeks Township; 640 vpd on <br /> Orange Grove Road north of NC54, and; 360 vpd on Dairyland <br /> Road between Orange Grove Road and Dodsons Crossroads. For <br /> the collector road with the highest volume, Dodsons <br /> Crossroads, decreasing the speed limit to 45 mph would <br /> increase the capacity to 6100 vpd, more than triple the <br /> current volume. <br /> The traffic counts on NC54 in 1984 were 6000 vpd east of <br /> Orange Grove Rd. and 8400 vpd west of Bethel-Hickory Grove <br /> Church Road. With a level of service 'C' these volumes are <br /> greater than the capacity at 55 mph of 4050 vehicles per day, <br /> but lower than the capacity of 10,125 vehicles per day at 45 <br /> mph.
